1. I don't believe they will pass a budget.

They might do some more month by month funding if it gets too bad, or if there's too much pushback. But the fundamental truth of the republican party is they don't want a true government. You can see that as trump fires people he just furloughed... anything to cut down the number of people working for the government. He wants to empty out all the departments and have ALL departmental and governmental powers held by one position and one man... him. Unless and until people realize that's their end goal, we'll go over this ground every freaking year!
