This isn't the Oscars or Grammys. The Nobel Prize Committee does not give us the list of nominees so we can all start our office pools as to who will win. That list is sealed for 50 years. So in the end when you hear people make claims of nomination in reality you're making an assumption that whomever submitted the name got thru all the nomination process to be considered. Because of this process it's very common for people to brag about nominations because really - who can prove someone wrong if no one will see the list for 50 years.
As for your second statement - if he won then yes it would. Even I would have no doubt about that. But as a 'nominee' it is foolish to think there's any positive/game changer meaning to it.
