First off, the Nobel Prize people never ever post who has been nominated. This isn't the Oscars where we have a whole 2-3 months where we can set up office pools to pick who will win from the list of nominees. Once a year the NP folks will announce who won and we can only speculate who that person or group was up again. In fact the actual list of the nominees are actually sealed for 50 years. So we technically will never know who was up for nomination until 2064.

Nomination forms are sent by the Nobel Committee to about 3,000 individuals, usually in September the year before the prizes are awarded. These individuals are often academics working in a relevant area. For the Peace Prize, inquiries are sent to governments, members of international courts, professors and rectors, former Peace Prize laureates and current or former members of the Norwegian Nobel Committee. Having said that, to actually get your name on the list isn't that difficult, you just need to know the right people. And in the past there have been some very odd claims as to people who have been nominated. I mean even Rush Limbaugh claims to have been nominated for the prize. I remember some doctor who claimed Terri Schaivo was not truly brain dead use to claim he was nominated for the Medicine award. People make these claims all the time and in the end it's difficult to dispute since it'll take 50 years to actually prove it.
So as for 'irritating our Spy Masters' I highly doubt it. Knowing how the process works and knowing some of the clowns that have said have been nominated this is just par for the course.
