Why is China attempting to suck up ALL DNA data from across the world?

Why has every search I've attempted, while trying to find corroboration, insist on morphing my query into one about 'selling' data rather than storage or transfer without necessarily 'selling' it? It's deliberate obfuscation IMHO.

Only one search resulted in a response that I trust:

I am recently retired from cybersecurity and was in the thick of discussions where China is attempting, by contract, to gain access to every DNA test performed. I don't trust them, or any company that uses weasel-words like "Won't sell" to obsfuscate "are required to give/transfer/store ... that data in foreign-controlled environments".
