He lives in the UK and he's just out of school (where he majored in politics and international relations... not economics) - so we should cut him some slack. But this is oversimplified beyond much value.
As you say - can he just asssume that SNAP recipients will stop buying food? The expectation is that recipients will be reimbursed the full amount once the government reopens. And what about the $6Billion/month that gets spent at other grocery stores? What if those SNAP recipients choose to offset their pain by shopping at cheaper stores (actually driving business TO walmart)?
And some states are covering SNAP payments (at least at first) when the federal taps dry up.
