There would be Control Towers and military trained controllers to make sure that flights taking off were safe to do so.

Bases with Fighter Wings were the same be that at Travis, Elmendorf, Lackland, Minot, Kirtland, Nellis, Offut, etc. We have stayed at many in the country. So that the Civilian and Military air traffic controllers are interlocked, does not surprise me.
