I finally found and watched that 1936 film "Reefer Madness", which was pretty much a madcap but tragic piece of propaganda of the time.

It could be that the aversion to messing with alcohol started back with the early period of the country and anger about taxing whisky, as well as the rise and fall of the Temperance Movement, and ratification of the 18th Amendment (repealed with the 21st Amendment).

Some of the most notorious criminal gangsters operated during that period of Prohibition and were involved in the bootleg industry, so "banning" wasn't really a deterrent.
