and I'll tell you how I know. A few years back, they completely redid our merit review format. They changed the questions, and they changed the entire process. Took it from a supervisor/coworker top down status to where all emphasis was on us from the bottom up, and WE had to go looking for the answers. We had an all-hands meeting on Post to "explain" the review changes to us. (hah! I've never heard some hemming and hawing coming out of so many mouths!) There were a few of the civilian "big wigs" near me and my girlfriend coworker. We just started talking between us as they began their "explanations." And of course, these men being men of "power" in this man's army, had to insert themselves into our conversation. That's how we found out from the horse's mouth that this revamp simply made it easier for them to rank who gets Riffed, and made it easier for them to Riff anyone they wanted to get rid of. The following year, just as it came time for that merit review to come around, I presented it on my supervisor's desk... not one blank filled in... looked him square in the eye and said "I quit." It wasn't the only reason, but it was the one that pushed it over the edge, since they wouldn't live up to the Disability act and grant me reasonable accommodations for my disability. Man, was the handwriting on the wall at that point! I felt like I was letting my Reserve guys down, but I'd already done my time in the military, AND I'd been Civil Service in one way or another since getting out. To realize at that point that neither I nor all the work I'd done wasn't appreciated and they'd just throw me and anyone else away... I was just too old to deal with that kind of bullcrap any longer. Besides, I left a huge notebook... with pics... of how to exactly do my job. Took me two weeks to write it... while doing nothing else BUT write it!
