This will leave school districts even more vulnerable to lawsuits, which are like an industry these days. If the feds cut the funding, the locals will be the ones getting sued for not providing X, Y, or Z to students with disabilities. No one ever sues the federal government (I don't think). Some lawsuits are justified, many are not. All cost a fortune to litigate---so districts most often cave. But there's not a bottomless pit of money.
