"All HHS employees receiving reduction-in-force notices were designated non-essential by their respective divisions," Nixon said. "HHS continues to close wasteful and duplicative entities, including those that are at odds with the Trump administration's Make America Healthy Again agenda.

Being designated as non-essential, with respect to a shut-down, doesn't mean the job isn't essential - overall. It means that in a situation in which the entity is closed, those employees should not report to work because they are not essential to preventing disaster when the entity is operating under emergency circumstances.

Happens routinely in government entities - when there is a snow emergency, non-essential employees are told to stay at home. Essential employees (like emergency personnel, a skeleton building maintenance crew, etc.) have to report even when there is an emergency.

Of course, they actually know this, but are looking for another excuse to blame Democrats. They know most people don't understand the government meaning of non-essential and will assume they are accurate when they blame it on the units who identified more waste and fraud by pointing out the worthless workers just taking up space.
