Congress has to appropriate the funds somehow, whether it be on an actual Defense appropriations act (which would authorize new starts) or a continuing resolution (which would allow only the continuation of existing efforts). I don't know if the House would have to be called back into session in order for its House Armed Services Committee, and the House's subcommittee on Defense appropriations, to start working on reconciling both the authorization and appropriation bills of the respective chambers.
