primarily because a well-armed populace could then resist a president in command of a standing military from infringing on the freedoms of the people of a State that said president may choose to invade.

If any troops are given orders to act against elected officials who are simply exercising their first amendment rights, I have little doubt that they will be defended by well-regulated militias that are NOT under said president's command.
