9. Lets look at reality when it comes to security

As the radius of a circle increases, the area of the circle increases as a square of the radius.

A = πr²

So the number of people necessary to secure the area increases rather dramatically.

I seriously doubt that anyone seriously considered that an attempt would be made at 200m distance as that, despite what all the keyboard Chris Kyle's out there will say, is not any easy shot.

If they did, they would have posted people on the various rooftops that had LOS to the stage and locked down access to those areas.

Additionally, historically, a lot of assissinations are/were close range and personal (JFK and MLK notwithstanding) by someone getting within almost touching range of the target.
