6. I assist older adults in applying for Medicaid

and in order for me to submit the application, the client must sign a HIPAA form authorizing me to do so. So, yeah...I'm pretty sure it does violate the HIPAA laws, unless the Medicaid recipient signed one allowing the specific government entity to have their Medicaid information.
