in some cases significant ones (the Moderna effort was one in particular). But that doesn't cover the entire process nor all of the financial outlays, including general R&D, raw materials, dosing types/forms/amounts, the clinical trials, batch QAs, cost of facilities (lab space is always exorbitant per sqft), equipment/maintenance, etc.

However we also know the "free market" system here allows them to charge what they want.
