A disbarment proceeding has serious ramifications for the subject attorney but is, nevertheless, a civil matter.

Eastman should be put to an election. He can either testify at the disbarment proceedings and risk incriminating himself in the likely coming criminal case or refuse to testify in the disbarment proceedings with the likely result.

If I was advising Eastman (God forbid), I would tell him the likely criminal case is the far more important. If he is convicted of a felony, he will be disbarred anyway.
