vaccines are considered "loss leaders" for pharmaceutical companies and in "normal times", countries world wide and their regulatory entities, have to literally BEG them to make vaccines because pharmas make far more off their prescription drugs, biologics, and devices.

Of course COVID-19 became "the exception to the rule".
