47. McConnell cannot "hold up" judicial nominees

because they are no longer subject to the filibuster along with other presidential nominees. There is something called a "blue slip" where a senator can "hold up" a nominee by not returning it, but that's only custom or courtesy. IIRC, McConnell ignored that when he was majority leader. Schumer can do the same now and should.
