"increase spending for the Department of Defense by about $25 billion, more than the $715 billion proposed by President Joe Biden's administration" doesn't make sense since $715 billion is far more than $25 billion.

I clicked to see if Reuters had meant $715 million, but no.

So it really should read "by about $25 billion more than the $715 billion proposed by President Joe Biden's administration."

Then the beginning of the next paragraph makes sense:
"The vote paved the way for $740 billion budget for the Pentagon…"
