Thing is the cigarette taxes came in at the same time as some really strong anti smoking campaigns and health PR which gave people little sympathy when those taxes were enacted. Until something similar can happen with gas -to get public support for gasoline down, it would be hard for taxes like that to maintain public support and easy for Republicans to run on in most swing states.
