5. I would save Budget Reconciliation for...

Recurring $2K checks for the balance of this year (or at least until October). Retroactive amounts of $16,200, what should have happened from April of last year may not be doable politically. You only get one shot at this, and one time checks won't cut it politically or realistically. Should $2K happen, then Unemployment Insurance would be overkill and overbudget.
