(always appreciate informed opinion and info)
I read this that Congress may perform a role as "tie breaker" -- (in case of a disputed 25th declaration) -- and the other provision being a body (or mechanism) "which Congress may provide" (and, to date, Congress has made no other provisions for implementation of the amendment)

Edit: A "committee" such as Jeffries suggests would need to be enacted and empowered by further legislation (no?)
