I did South Padre Island spring break with some friends when I was only sixteen and we did it on our own dime. Sure, I wasn't supposed to go, and payed the price when I returned, but it's standard teen stuff.
Nor is it as expensive as you may believe. Between cheap road-trips and that many teenagers have more money than you may believe-- from a Bat Mitzvah or Quinceañera to part time jobs or grandam consistently sending a $20 bill every year for Christmas, a high school junior popping out a few hundred miles for a long weekend simply isn't really unbelievable or far-fetched to me.
