Did Comey stay silent about trumputin because that case involves national security, and did he comment on HRC because he was investigating a potential criminal case? Then again, he was extremely "premature" about revealing her investigation when it wasn't warranted.

I think he is partisan, but I think he might have been bound by national security rules/law on 45.
