Got distracted and took the wrong exit, so I wound up on it for a mile. Got a bill for $3 a few weeks later, which said that if I didn't pay in a certain amount of time would jump to $100.

I have yet to get the bill from them and I have yet to decide what I will do about it.

You'll get the bill soon enough. I'd pay it if I were you...
