17. Cops have NEVER shot to maim or wound.

It is a physical impossibility.

The decision by law enforcement to pull their service weapon ALWAYS means they have no other choice but to use lethal force.

Pulling a service revolver means they have to kill. There is no other choice in the matter. All other options have been exhausted and they must now kill the suspect.
