6. In an adrenaline situation accuracy is compromised.

Shooting for "center mass" is about all one can do and still hope to hit the target reliably. The notion that cops - or anyone else in a life or death situation - ever aimed to injury is mythology.

What we need are reliable, effective, hard hitting non-lethal measures. I'd like to see stun guns used more than firearms, for instance. That would mean spending money on developing fast, accurate stun guns rather than urban cop tanks, so that ain't gonna happen, I'm afraid.
