It's a take on the "stranger danger" stuff. You don't know a person. You don't know what they're going to do. Hell, even if you do know someone you might not know them in this situation or that. An approach of caution is definite warranted. Was Warren pointed out above, perhaps it is a bit unfair, but the reality is just that men rape more than women. Exponentially more. we also trend more towards violence in general.

It's not about flying into a panic. It's about assessing and understanding the risks of interaction with unfamiliar people - or, again, even with familiar people in different situations. It's not about assuming all men are rapists, either, just understanding that tragically, the potential is there, and it is real, and it's better to be wary than not.
