It won't surprise me in the least if that's what he has in mind so he can justify military strikes on Ven. and remove Maduro and his regime.
Make no mistake, Maduro is a thug dictator, but nothing unites a country more than an outside country, US, coming in and removing a govt by force, even those generally opposed to any outside interference.
