Naval ship movements are planned months in advance, if not years. Port rotations, crew rotations, maintenance, exercises, all of it is a choreographed far in advance, beyond when the protests were scheduled. The 250th anniversary would have been planned years in advance. What ships they have there now would have had been pre planned to ensure they were not going to be at some other port or base and were in drydock or under maintenance a this time. Depending on the ship, its function, and ongoing naval operations, its presence there would have to have been accounted for elsewhere in the fleet.

Now the use of live ammo, that's not coincidence nor normal. Live fire is in designated ranges away from the public typically.
