There was no way they could just target gangs and violent criminals when the Miller/Trump quota is 3000 arrests per day. They had to go after everyone who even looked like MIGHT be an immigrant.

And then there's the fact that so much of the GOP base has fully embraced sadism. The exceptions are the ones who have recognized just how bad this looks.
