2. Remove the cap

I'm a retired electric lineman I reached the S.S. cap by October or November every year after I made journeyman wage. I never even noticed an increase in my take home pay therefore it was actually not a big deal. Most people In my opinion wouldn't notice the difference the cap should have never been legislated in the first place. It probably was needed to get Republican buy in even back then.
