He has dirt on all of the people under him. It's his leverage to make his minions do his bidding.

It's the same mechanism that gave us Dan Quale because he was caught up in Iran-Contra, too. Everyone thought Bob or Elizabeth Dole would be the VP under Bush the Greater.
