2. It's a military thing

It's to promote morale within a unit. They usually are specific to a military unit or squadron, etc. Or they make them for a particular mission. Of course since the line between military and law enforcement in this country is becoming nonexistent it's found its way into cop culture too. They are usually given out for a deed that is worthy of recognition but one that doesn't quite warrant a medal. There is a game behind it to. If you go to a bar and you see a military person at the bar then you can put your challenge coin on the bar and if the person puts down their coin and its of an inferior rank then they have to buy you a drink.
