Tie them up in court. Sue each perpetrator of ICE/CPB violence and lack of due process for every violation of the law. Burglary charges for breaking into a home without a properly signed warrant. Assault, kidnapping. Keep them busy, raise the cost of their behavior. Force them to do it lawfully.

Like someone else pointed out, state crimes can't be pardoned.
