2. This will be important to eBay users who purchase from foreign

sellers. I had a gut feeling about this. Literally just dodged this bullet last week when I made purchases from the UK and Germany.

I'll snoop around eBay later today and try to figure out how this impacts prices, and whether the buyer pays at checkout and if eBay charges the buyer at the point of sale or whether there will be taxes due after delivery. I don't think sellers will pick up the tab.

Oh boy...

This is really petty when you are talking about personal one-on-one transactions between two citizens living in different countries, buying books, CDs, used electronics and pop culture collectibles from Europe, Japan, South Korea, etc...
