from another century and was commonly seen when college students (males) would "punt" their boats along England's rivers with poles. It's generally considered a casual style, but adapted to January weather, hers appears to be wool felt.

I'm a hat freak, so am familiar with styles. I found it inappropriate given that she was expected to be photographed. Whereas, this style hat would be more usually casual and pushed away from the face, she instead used it to hide. Hats are intended to frame the face, to highlight an outfit. Given that she's made much of being a "supermodel," she proved to be below par in style and class.
