Biden's entire legislative agenda has been getting manufacturers to build their EV plants, solar plants, wind turbine plants and supporting industries for those here in the USA. In addition to that, I'm sure we all remember the semiconductor chips shortage during the pandemic so he passed the CHIPS Act to get manufacturing of chips in the USA. His tariffs were targeted at building those domestic industries and then protecting them.
