Single guys can adopt if the kid is older and in a dangerous environment. Otherwise, if there are no other takes (and teens, esp. teen males, esp. teen male blacks) are not desirable when it comes to adopting kids.

This was debated in the late '80s and '90s, and while it's still not easy, the interests of the child are paramount. A single parent adopting a teen is a rough road to take, but if the kid's environment sucks and that's more stable, with vanishingly few to no chances of alternatives? Many judges could be convinced.
