11. uh, how does a 25 yo single man adopt a kid? seriously

I can see an uncle whose wife and sil got killed in silo collapse or whatever so he adopts his nephew because he is literally the only living relative. But even creepines aside, are single men (who were 9 when the baby was born) usually the first choice?
