2. Don't see how this type of order will ever work without enforcement

We are pretty good at issuing orders, regulations, laws, guidelines, etc., but we ain't as good at getting a rapid response to an infraction. As long as there are many months/years between the charging and the punishment, there will be little negative feedback to the infractors.
