It'd start getting the nation accustomed to seeing government thugs take people away and remain mostly unaccountable. The killing spree he started of death row inmates in federal prisons reportedly left a few dozen still to go, and it's believed most would be dead if he'd won a second term. Low hanging (strange) fruit for him to enjoy his power with.
