I seem to remember it uses recycled glass nuggets to fill in the space, since they aren't compressible. Then the temporary road surface is put in place.
It's still an amazing engineering achievement.
Give President Biden and Governor Shapiro creds for getting it done so quickly. Also Secretary Buttigieg; he's an amazing fellow.
