Texas Governor Greg Abbott last month signed laws overriding local measures requiring regular water breaks for outdoor workers. The new law is part of a wide-spanning "Death Star bill" that Houston and Harris County leaders have denounced as a power grab aimed at gutting local governance. Texas labor leaders said the new law was a potential death sentence for construction workers. The state already leads the U.S. in construction worker deaths, according to the Center for Construction Research and Training.
