If he did, the documents would have become public and you can't sell them since they are freely available. They only had value if they were classified.

But yes, he did at least try to declassify some documents he felt would expose his enemies. He at one point threatened to declassify the entire "russia hoax" inteligence. He couldnt.

So he does know there is a process.
