to fighting police brutality. We know what the problem is; we know that a certain percentage of officers are responsible for a large percent of the brutality incidents.

And any community or state that hires anyone that fails the standards will lose any federal tax dollars.

The database exists. All we would need to do is attach that to getting federal funds.
