"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." Militia is the first and most important operative noun of that sentence. The people keeping and bearing arms is subsidiary to the militia.

How differently this reads: "The right of the people to keep and bear Arms, being necessary to the security of a free State, a well regulated Militia, shall not be infringed." Here the two operatives are reversed. Militia is secondary.
