"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
In this sentence the phrase "of the people" means exactly the same as the opening to the constitution "we the people".
"the people" means all of us, collectively, not any particular individual.
