2. Costa Rica doesn't take your license.

They take your plates. It’s really difficult to get them back.

Should someone lend their car to a dangerous driver and the driver is caught they take those plates.

So no one lends their car to anyone let alone some dangerous driver.

Also the plates stay with the car for life not change with new owner.
