Quite often the person is saying quite loudly "I'm not resisting" and the only thing that seems to do is to make the cop twist the arm even harder sadists that they are. And as far as the weapons go, cops see what they want to see scared little chicken shits that they are. You can yell all you want that you don't have a weapon, but they won't believe you.
